Differentiated trajectories of inclusion/exclusion of users of public policies on poverty. An approach from a Luhmannian conceptual model

Abstract

Using the Luhmannian conceptual framework and observing a specific case, the article starts from the assumption that public policies on poverty promote a linear and projective social inclusion of users which presume excluded. In parallel and given the growing functional differentiation of society, the policies´ users would have various types of social inclusion and exclusion selected based on their life projects leading to differentiated trajectories of inclusion/exclusion. The article ends by suggesting the plausibility of the idea of trajectories as an alternative conceptual model capable of reading complex public policies which incorporate the continuities and discontinuities of the selections for inclusion/exclusion of their audiences.
