In this research the starting point is that the life in the cities depends of a socio technical condition, this term is the way that technological elements are conditioning the human life. In this particular case we are refering to the basic municipal urban services: drinking water and sanitary drainage. We propose that public services are the fundamental support of urban activities and that they depend, the exchanges and interactions in the urban life in different places. The objective in that way is to identify the institutional arrangements that are developed in The Metropolitan Zone of the Valley of Mexico to improve the coverage of basic urban services and how they are relating to user satisfaction.
The conclusion is that there are substantial differences in coverage and quality between Mexico City, the State of Mexico and Hidalgo, as a result of the ineffectiveness of the alleged metropolitan administration. It is proposed that is essential to promote better provision of services, It modify the institutional architecture of local authorities and the coordination mechanisms in the metropolitan area.
