The transformations that Santiago de Chile has experimented in the last decades make it easier for the occurrence of anthropogenic hazards, which in turn are added to natural hazards that continuously affect the city. Given this complex scenario, it is appropriate to generate an analysis of the legal body and norms that structure the National System of Civil Protection, in different political and administrative levels, especially those relating to the Metropolitan Area of Santiago (AMS). This is necessary to understand how the city deals with risks as well as to know which measurements would be necessary to improve the so-called "risk management"
